is 170/120 considered a "stroke level" blood pressure?

There is no single "stroke level". That blood pressure is high and if it sustained it could contribute to having a stroke. A single BP reading can be concerning, but a single moment in time BP reading has little bearing on a disease state caused by "wear and tear" on blood vessels.
