It may be a fungal infection of the genitals, poor hygene, heat rash, STD or other skin condition. It may also be an area of contact dermatitis that is being irritated by something such as excess friction.
The blotches area can get irritated by clothing or scratching, and, sometimes, a secondary skin infection may develop espectially if you have open sores.
Being
tested for STD's is also important when you get back. Seeing your doctor will be helpful for more guidance and in determining what is going on.

they keep comeing and i just had an std test about 11/2 year ago ive only been with 2 women since then im in the army and im deployed so i cant get tested so i would be much obliged if you were to give me some of your opinions of what it might be im afraid it could be hiv and its really starting to worry me wright back asap thankyou for your time
