Cause of right eyelid weakness?

For the past 4 weeks my brother has complained of difficulty in opening his right eye in the morning. He describes that elevating his eyelid is impossible without physically lifting it himself. It only ever occurs after sleep and is only ever the right eye.There is no conjunctivitis, no discaharge and his eyes are not gritty, dry and he has no discharge. His vision is normal and he has no other neurological symptoms or signs, no headache or focal neurology. He has not started any recent medications. It generally resolves after 10 minutes by itself. He 29, otherwise healthy apart from recent debridement to a non healing foot infection caught in India. I would be grateful for any recommendations!Thanks, sam
