Can you tell me what it is and how to make them go away?

I have a red flat spot on my neck and 14 smaller ones on my chest in between my breasts. I had them on my shoulders when I was younger and was told they were skin tags, but everything I look up show brown moles. Can you give me any advice to what these are? I do have a major hormone imbalance that had something to do with it when I was 14.  I am now 25 and have to  take hormones. I was given a cream for them when I was younger.
