bone just below elbow joint is tender, hot on both elbows.Cause? treatment?

active 67 year old female. bones have been tender for 30 days.  right is more pronounced than left.bending the arm does not seem to bother bone.  this is not the outer tip of the elbow"funny bone" thank you
