Yes, if you hold on to ten pound weights while doing calve and quad exercises, it will help tone your legs and build muscle. However, if you're just starting out, I'd start with 3-5 pound weights until your body is used to the movements at weight.
Sorry but I would disagree. You will only tone limbs through building muscle - you will need to overload muscles to do this. The only way to overload a muscle is to force it into doing something it is not used to (high intensity), unfortunately, little dumbells are not going to do this.
