Can you help me determine why my feet itch and have a rash that starts on the top of my foot?

starts on the top of my foot and recently it is around my ankle and the back of my foot.  Could it be linked to diabetes or some liver disorder?  The itch has been there on and off for a couple of years.  I thought at first it was due to heat because it was worse in the summer months but now it is cooler and it is still there.
