What causes discolored spots on the soles of diabetic's feet?

My fiance' is a diabetic. I was giving him his pedicure, as I do every other week, and I noticed darker spots all over the soles of both of his feet. They are not scaly, nor can you feel them. They are just discolored spots all over the soles of his feet.
