
It could be balanoposthitis. Balanitis is inflammation causing swollen redness of the glans penis commonly seen in uncircumscribed men.
Balanitis involving the
foreskin or prepuce is termed balanoposthitis.
Balanoposthitis may have any of multiple bacterial and fungal origins. Complex infections also have been well documented. These often are due to a
poorly retractile foreskin and poor hygiene that leads to colonization and overgrowth.
The white substance stuck under the foreskin maybe smegma, white cheesy substance that sometimes has an unpleasant oder. Smegma can form under the penis foreskin, if the shaft and head (glans) of the penis are not cleaned properly. Smegma is formed by oils produced by the body and bacteria that feed on the oil. It can be easily washed away with water.
Other causes of foreskin inflammation can be irratation, yeast infections, herpes infections, trauma/soreness from dry intercourse or masturbation and other reasons. You can find some mild antibiotic antibacterial cream in the drugstore might be helpful.
