
You need to take your daughter to her pediatrician for evaluation and treatment. Your description seems to indicate that this is generalized throughout her mouth--a tooth abscess would be confined to the localized area around the affected tooth.
Sometimes a child's first outbreak of oral herpes, can be very severe and have symptoms like you describe. Don't delay in getting supportive treatment for her.

My daughter is 19 months old and has had a fever for 3 days. The gums are so red and they look like they are coming down over her teeth. Her breath is really smelly too and i wandered if it was an absyss. She cannot eat and is in alot of pain.
