This sounds like it may be adult teeth trying to erupt into the mouth and being blocked by the baby teeth which have not been lost.  This is a condition that needs to be diagnosed by a dentist immediately.  If baby teeth stay in mouth too long it somestimes makes the adult teeth come in crooked.
