Hi,
Bottom line, nobody is entitled to DLA - you have to prove you have the need (no matter what the Daily Mail might think!). And, sadly, that's been getting a lot harder lately. No reason why you can't put in a claim, though.
You'll find some information on this post, as well as a link to download an application form. That way, you can tinker with it til you get it spot on. http://ronsrants.wordpress.com/2009/07/07/claiming-dla-and-esa-some-tips/ On past experience, links don't work, so copy and paste it into your browser's address bar.
There are some useful links on this page http://ronsrants.wordpress.com/2009/07/31/all-my-copd-and-flu-posts-in-one-place/ , and typing COPD into my blog's search box (top right), will get you a lot more. Ditto DLA.
Do check out the comments, too - by now, everything I know is on there somewhere.
Ron.
