is it safe for a CO2 retainer to have high saturation levels when on Ox? at level 2

I  started on oxygen a few days ago and I am a CO2 retainer .

 Flow rate is 2 at all times

While on oxygen  I  have often have a  finger  reading of  98 99 

before beginning ox my resting rate was about 92-93

exertion from 59  --80's 

O ther :Large combination Hiatus Hernia 

 Being treated for   

Severe COAD  / Asthma? some doctors yes some no 

Gerd                                                          

Severe Nasal Allergies   

Osteopenia     /  osteoarthritis of the neck              F  age    59
