One of my husband's long term clients was referred to a person in Seattle that performed this technique on her feet with success.  She doies not return our callsto learn more about the technique.  She told our client she learned it from a chinese practitioner in LA.

Manual ligament therapy was developed by Arik Gohl LMP of Tacoma a few years ago. It's a technique that uses the ligaments to release muscle spasms. I have not heard of using chopsticks, however there are a few releases for the feet that work very well. you can go to for mor info. 
would reflexology help?  i say that meaning go to a certified reflexologist. most massage schools only include 5 hours of reflexology training, so be sure to find someone who is properly trained.  when performed correctly, it's a wonderfully effective therapy.
