Hi,

I assume that you know the ligament is torn for sure since you had two MRIs. If you're actually not sure then you should make sure it's torn. From my understanding, cortisone shots are to decrease inflammation, which decreases pain as a result. I can't speak to the types of pains you're feeling, but if it a serious tear, you might want to talk to your physician about getting surgery. It could be that it didn't heal properly, or that the tear was too severe for non surgical methods. You should seek your physician's counsel as soon as possible.
