non itchy rash for about 6 months

5 yr old boy has had rash for approx six months not itchy and doesnt bother him, all over his body though not face.  Have changed washing powder have eliminated bubble bath(soap).  Have noticed that he has white spots as well. Like his summer tan has lost its colour.  Could it be a parasite?
