My kids all have red blotchy marks on their arms and legs but are beneath the surface of their skin what could this be?

The rash is on their arms and legs but not on their abdomen or back or anywhere else. These marks seem to be beneath the surface of the skin. They aren't fevered or appearing to be sick but two of the three have said that the marks itch. What could this be? It does not have the appearance of chicken pox.
