My 9 month old refuses to eat solid food and has dropped in weight percentile from 68% to 24%. What should I do?

At her last well baby check up my 9 month old daughter dropped from 68% (18.75 lbs) in weight to 24% (17.63 lbs).  She is 28.75 inches.  She stopped eating baby food at 7 months when she got her first tooth.  At the time the doctor told me no problem as long as she's still drinking formula.  Now, the doctor says it could negatively impact her brain development so for the last week I have tried everything I can think of to get her to eat.  The only thing she will eat without crying or throwing up is cottage cheese.  I have tried mixing other foods with cottage cheese but it isn't working.  Is cottage cheese enough?  I started adding extra formula to her bottles just to pad calories.  I don't know what to do and I'm afraid that at her next appointment she won't have gained any weight.
