Hi, my 2yr old has skin colored bumps on his shinns, some on his thighs and back.

I've switched out his lotion, soap and the laundry detergent to fragrance free-natural products. Could this be a food allergy or just dry skin-he does itch his lower legs periodically.

Any thoughts?
