Are blackheads normal for a 10 year old boy?

My 10 year old son has developed blackheads on and around his nose that are beginning to become inflamed and develop pimples. He is showing no other signs of puberty, that I can tell, is this a sign of puberty onset?

i wish someone would post an answer too as my son is 9 and has had black heads on his nose since he was 7 and now has them on his chin, i have tried everything, from washing with only water, scrubbing with facecloth, using face washer desighned for adolescents but im afraid nothing has worked
