Plan and Consult, Consult and Plan II

Started my second reading of the Darzi reportHigh Quality Care for All(of which more anon) last night. Seemingly only the PCTs and SHAs (see the NHS Glossary ) have to consult - other trusts (Acute Hospitals etc) don't. Our own SHA (North West) goes under the jolly title ofHealthier Horizons.
