Bipolar does have a genetic component, more than unipolar depression and less than schizophrenia. But like all psychological disorders, the outcome and expression of a disorder depend not just on genetics but also on the environment and experiences of the patient. Having a parent with the disorder does increase the probability of him developing the disorder, but by no means does it confirm such a thing.
