One of the very first witnesses to testify at last Thursday's Texas House State Affairs Committees hearing was attorney Robert Painter. Many opponents to the Texas law focus on the bottom line question of who ultimately decides if consensus is not reached. Other opponents make broad and vague attacks on the fairness of the 166.046 process.
