eye pain, headache, low-grade fever what could cause?

My 23 year old neice h ad had a very bad head ache, centered behind, in and above her right eye for a day and a half and this morning has a low-grade fever. She has tried ibuprophen and then an excedrin... but has had no relief. What could her symptoms suggest ? Should we go to an urgent care center ?
