I'm not a doctor but I have the same and was told it effects nerves.

A bulging disc in the cervical spine will put pressure on the cervical nerves- these nerves innervate your arms, hands, upper back and neck. If pressure is put on a nerve- you may get weakness in the upper extremity, numbness and tingling in the fingers and pain that shoots into your upper extremity.
