Have you had previous injury to your ankles or foot? Also, it is possible that  you have some type of nerve damage that is affecting your ability to pick up your foot.  Foot drop occurs when you are cannot or have difficulty in moving the ankle and toes upward ( dorsiflexion). This can be more readily seen with the action of walking where the leg must be lifted higher  than usual to prevent the foot from dragging along the ground. This is usually caused by nerve or muscle damage. - NJ
