The Cosmetic, Toiletry and Fragerance Association has recently changed its name to the PersonalCareProducts Council which is a trade organization that represents skin... that closely monitors clinical data and FDA studies to help self regulate the personalcare products industry. The CIR also conducts its own studies that are published in peer-reviewed
