stiffness and pain of the my fingers evertime i woke up in the morning or even at noon or after sleeping. What causes it?

Everytime I woke up my fingers on both hands are very stiff and painful it is not only in the morning it everytime I go to sleep even in the afternoon and I sleep on bed then woke up it is very painful and stiff but after I woke up and able to move my hands the pain and stiffness subside...Is it a sign of arthritis? what should I do/
