My sister is health care surrogate for our mother, who has been bed-ridden for 2 years, and now has been discovered with 2 broken femurs. The state has investigated and found 4 indicators of neglect. They filed a report at the police dept, but we are unable to get medical information because one of us is not a "medical power of attorney". Noone is. How do we help her with this if we can't get information. How does a medical power of attorney get chosen after the fact and by whom?
