Why is my father itching all over his body and breaking out into a huge rash on his foot and other areas?

My dad is itching all over at night and has numerous amounts of red spots in various areas on his body. His foot now has a huge rash and about 70% of the top of his foot is covered with it. Its like all the red spots combined into one big red shape.
