what is a puffed up fat lip with little water blisters from?

all of a sudden i used to get this blister in my lips mostly lower lips. i dnt have habit of sucking lips.then it is not much pain it will last for 1 week then spontaneously it will disappear.but the size will increase like anything.later stage gives tolerable pain..how to get rid of this ?kindly advice . thank you.
