Swollen eyelids, sometimes itchy with red rim.

I have had swollen eyelids for a year now that are sometimes itchy. The itchyness isn't often but the swelling doesn't go away. It started with a red rim round my eye and a hardish ridge. Have tried steriod cream, antibiotic cream and drops but they're still swollen. I'm pretty sure it's allergy as it started after I took a tooth whitening product! Although I'm now thinking it could also be a candida problem? Any ideashow to get rid of it? or similar experiences? Many Thanks Kim
