Is this a cold or allergies?

For over three weeks I have had sinus congestion, coughing (harsh, loud barking cough,) sneezing and upper airway wheezing   Is this a cold or sinus allergies?  The sputum is green/yellow.  Should I get an antibiotic?  Thanks
