I have a dry and flaky skin rash on both sides on my neck

It is red and itchy and I think it started when I changed my perfume. Now it comes up every now and then and it is getting harder to get rid of it. I keep moisturising it but contact with any perfumed moisturisers makes it sting. How can I get rid of it and is it an allergy to the new perfume?
