Herpes can make the lip swell. But its usually accompanied by the characteristic small white ulcers of herpes. Its unlikely that herpes would cause swelling without ulcers and with hives. That's more likely an allergy syndrome called "oral allergy syndrome". It can be associated with swelling in the mouth and blockage of breathing so if you have these symptoms you should call your doctor immediately or go to the emergency room.
