I'm not a dermatologist but the thing I would try to avoid is an steroid cream.  These are available over-the-counter without a prescription as hydrocortisone.  The problem is that these may thin out your skin and possible lead to stretch marks, etc.  Instead, I would recommend finding a moisturizing solution/cream/gel that you like and are willing to put on regularly since dry skin is itchy skin.  You might have to look a bit to find something that's no irritating to your skin.  A dermatologist would be tremendously helpful in this situation.  Oh that and stay out of the wind?!?!
